About Larrick Consulting

Meet Amy Larrick Chavez-Valdez

Amy Larrick is President of Larrick Consulting, a boutique consulting firm that specializes in strategic advisory services, focused on helping health care businesses respond to public policy challenges and opportunities. Amy has been a subject matter expert and senior leader for the past two decades at the Centers for Medicare & Medicaid Services (CMS), most recently serving for nine years as the senior executive leading the Medicare Drug Benefit and C&D Data Group (MDBG). In that role, Amy was responsible for policy and operations for the Medicare Prescription Drug (Part D) program, the Stars Quality Rating System for Medicare Advantage and Part D, and the Health Plan Management System (HPMS), used by all Medicare plans and drug manufacturers engaged with CMS.

Previously, Amy held a variety of positions at CMS, including as Senior Advisor in the Office of the Administrator, where she worked on issues related to the Center for Program Integrity, Center for Medicare & Medicaid Innovation, and Center for Medicare. Her work has involved providing extensive technical assistance to Congress on draft legislation, including the Inflation Reduction Act. She began her health policy career at the Nebraska Senior Health Insurance Information Program (SHIP). In addition to health policy, Amy is passionate about helping women in leadership—in particular working mothers—and the companies that support them.

While Amy lives in Maryland with her husband and two young sons, she is a farmer’s daughter, a graduate of the University of Nebraska-Lincoln, and forever a Husker.

Why choose Larrick Consulting?

  • Amy’s unique federal career includes experience working in both the CMS Central Office in Baltimore as part of the career senior leadership team and in the CMS office in Washington, DC, where she worked directly with policy officials in the Office of the Administrator. This experience makes her uniquely positioned to provide strategic advice on the dynamics of engaging with CMS officials at all levels of the organization.

  • As executive leader of Medicare Drug Benefit and C&D Data Group, Amy was responsible for policy and operations for the Medicare Prescription Drug (Part D) program, including applications and contracting, formulary and benefit requirements, general Part D policy, compliance, and the Health Plan Management System (HPMS). She also led the Medicare Advantage (MA) and Part D Star Ratings programs, including all measure development, ratings calculations, and the Quality Bonus Payment appeals process.

  • Many leaders can provide strategic advice on broad goals. Some leaders excel at identifying tactical action steps to achieve those goals. Amy’s knowledge and expertise allows her to meld those two. In addition to advising on engagement strategies with CMS and other federal officials, Amy is a critical thinker and problem solver. As she learns about your business’s challenges, she can help develop tactical strategies to move those challenges to resolution. “Strategy without tactics is the slowest route to victory. Tactics without strategy are the noise before defeat.” – Sun Tzu
